JMEC Chairperson Mogae holds Pre-plenary meeting with SRSG Shearer, updates on the Agreement regional revitalization efforts
The Chairperson of the Joint Monitoring and Evaluation Commission (JMEC) H.E Festus Mogae and the United Nations Special Representative of the Secretary-General (SRSG) in South Sudan, David Shearer, yesterday held a pre-plenary consultative meeting.
During the meeting, H.E the chairperson Moage updated the SRSG on the regional consultations that culminated in convening the Intergovernmental Authority on Development (IGAD) Extra-ordinary Summit in Addis last week, and the mandate to revitalize implementation of the Agreement on the Resolution of the Conflict in the Republic of South Sudan (ARCSS).
He also underlined the rationale of the revitalization process.
“It is not a new negotiation but a window of opportunity for all parties and other estranged group willing to return or join the ACRSS implementation to do so-within the framework of the Agreement,” H.E Mogae said.
“The success will depend on the willingness by all parties to make concrete proposals and make compromise for the sake of peace in the country,”
He said the objectives of the High-Level Agreement Revitalization Forum included parties to propose concrete measures to restore the permanent ceasefire, return to full implementation of the Agreement and develop realistic timeline towards democratic elections.
The chairperson also updated the SGRS on the adoption of a detailed guideline by the IGAD Council of Ministers pursuant to their mandate to spearhead the revitalization process and the adoption by IGAD of a detailed roadmap or indicative matrix towards the high-level revitalization forum within 3 months.
The chairperson has later on Friday met Troika (UK, US and Norway), European Union, African Union, UMISS and IGAD ambassadors.
